Govt relaxes rules on mandatory use of jute bags for fertiliser industries

The government has relaxed the rules on mandatory use of jute bags for the fertiliser industries for the time being to help supply the products to cultivators in time.

To this effect, the Ministry of Textiles and Jute (MoTJ) has issued a circular recently. Such a move was taken by the authority as the farmers in haor areas were severely affected by flash flood in April, officials said.

According to the circular, the industries can use synthetic bags to meet their additional demand after the use of fertiliser grade jute bags produced by the Bangladesh Jute Mills Corporation (BJMC).

The industries will get such facilities until further direction by the government, it also said.  

At present, a total of 17 products are on the list of mandatory jute packaging law which covers paddy, rice, wheat, maize, fertiliser, sugar, spices, turmeric, onion, ginger, garlic, coriander, pulses, potato, flour, crude flour (ata) and rice bran oil.

Officials involved with the process said the country's fertiliser sector needs 90 million jute bags yearly, but BJMC meets the demand for only 50 million of packaging materials.

The government made flexible the rules of the mandatory jute packaging act for the fertiliser industries to protect the interests of farmers.

BJMC chairman Mahmudul Hasan said they have taken initiatives to increase the production capacity of laminated jute bags to meet the requirements of the fertiliser sector.

"We will buy necessary machinery for lamination of jute bags," he added.

The fertiliser sector will get facilities for using plastic bags only for this year so that farmers can cultivate their land timely, he also said.

When asked, MoTJ secretary Foyjur Rahman Chowdhury said both the public and private jute millers are allowed to supply the jute bags to the fertiliser sector.          

However, private jute millers produce a small volume of laminated jute bags used as packaging materials in the fertiliser sector.

According to the mandatory jute packaging act- 2010, the fertiliser industries will use 50 per cent jute bags of its total packaging products.
