Voluntary service and teaching assistants in primary schools

WE came to know from a news report a few days ago that there are no head masters in 117 government primary schools out of a total of 481 primary schools in Rajbari district for a long time. The number is about one-fourth of the total. About 32 per cent schools in Netrokona district do not have headmasters. The situation is almost the same or worse in other districts.

Not very long ago, we also saw another news item captioned "One teacher for 300 students". It is not very uncommon that a school with six classes has one or two teachers for a long time.

I think, this is one of the main reasons for high dropout rate and low competency achieved in primary education in Bangladesh. The government should ensure quality teachers in primary education and fill up the vacant posts immediately with temporary teachers (from teachers' pool of the district). Voluntary service and post of teaching assistant may be introduced in primary education.

Schools are being equipped with multimedia projector, laptop, etc. Not very long ago, I visited a large government school at the city centre in Dhaka. I wanted to know from the headmaster if they received teachers' guide and how the multimedia projector is being utilised. The headmaster replied that he received teachers' guide a few days ago but is yet to open the packet. She also informed me that the multimedia projector was not working and was sent to concerned government offices for repairing a long time ago. It is yet to be sent back after repair.

We are disheartened to hear that the government is reluctant to extend primary education up to grade eight and every year the percentage of budget allocation in education is decreasing.

We urge the government to establish a Public Service Commission for recruitment of teachers from primary to tertiary level and fill up vacant posts as early as possible by introducing posts of teaching assistants in primary schools.
