No fund allocation yet to run RMU

RAJSHAHI, Aug 08: The official inauguration of Rajshahi Medical University (RMU) has been kicked off from early this year. All state-run and non-government medical colleges under Rajshahi division are supposed to be affiliated under Rajshahi Medical University from academic year 2017-'18. But so far, there was not a single penny of government fund allocation for running this medical university resulting a stalemate in official activities of the varsity.  

Ekramul Haque, Secretary of Rajshahi Medical College has been posted in deputation at RMU. When contacted, he mentioned, there was not a single Taka at RMU fund. Even so far no bank account of the varsity has been opened. The bank account of the varsity will be opened with the government allocation of the fund. He further said, due to fund constraint, official activities of the university remained stalled. Even sheets of papers, pen and other materials for running an office are being borrowed from Medical College. Department of Health has supplied RMU a computer and National Ophthalmology Institute has supplied the varsity some furniture.

It is learnt, Rajshahi Medical University bill was passed in the Parliament in 2016 and later on it was published as gazette. On April 10 this year Dr. Masum Habib was appointed as the first Vice Chancellor of Rajshahi Medical University.

Till now there is no permanent office or building of RMU. Its temporary office has been opened by occupying 11 rooms of first floor of Nursing Continuing Centre of Rajshahi. But, the rooms are damaged and unfit for use. Department of Public Works has invited tender for repairing of the rooms while the site for permanent campus of the varsity has been selected at Boro Bongram area of the city.

Concerned sources informed, the process was underway to acquire 83 acres of land. Moreover, National Ophthalmology Institute in Dhaka is being used as the liaison office of the varsity. After the appointment of the Vice Chancellor, four officials and employees of Rajshahi Medical College have been posted at RMU on deputation. More manpower is required to run official activities of RMU but due to lack of money it was not being possible to recruit further staff of the varsity.

Ekramul Haque, Secretary of RMC informed, already they have sent a requirement of fund amounting Taka 50 million at the first phase for RMU to the University Grants Commission. However, the UGC has sent a proposal to the government for allocation of Taka 35 million but no fund has so far been allocated in this connection. As a result, there was no thrust in official activities of RMU.

It is learnt, Vice Chancellor of RMU went to Saudi Arabia to perform holy Hajj and now Professor Ismael Khan, Vice Chancellor of Chittagong Medical University was holding the charge of RMU but Professor Ismael Khan does not visit Rajshahi.

Dr. Naoshad Ali, former physician of Rajshahi Medical College informed, the official activities of RMU would get momentum with the government allocation of fund in this connection.  

He mentioned, with the inauguration of academic activities of RMC, there will be further development in education system in Rajshahi. The university will also hold a 1,000 bed modern hospital at the campus. RMU will also officer courses in MBBS and post graduation, M. Phil. courses through the faculties of Medicine, Surgery, Basic Science, Para-clinical Science, Dental, Nursing, Bio-Technology,  Bio Medical Engineering, Medical Technology and Preventive and Social Medicine.

A separated nursing institute will also be established in the campus of RMU to make efficient nurses.
