Govt to build diesel-based power plant at Saidpur

Cabinet may okay Tk 12b project tomorrow

The government will build a diesel-based 150-megawatt power plant with an estimated cost of Tk 12.55 billion at Saidpur in Dinajpur for the economic development of the country, officials said.

Under the move, the power division has sent a project proposal to the cabinet division for its approval by the cabinet committee on economic affairs, the meeting of which is scheduled for tomorrow (Wednesday).  

The project will be financed by export credit agency (ECA), which will have a sovereign guarantee by the government.

The Bangladesh Power Development Board (BPDB) will operate the power plant, which will use high-sulfur diesel as fuel oil.

The government will have to give subsidies for the purpose.

The fixing of subsidy will be determined by Bangladesh Energy Regulatory Commission (BERC) on the basis of the existing power tariff and bulk tariff combined.   

Currently, around one dozen diesel-based power plants are operating in the country.

The diesel needed for running the power plant will be imported and supplied through pipeline from Noormaligarh of India to Parbatipur Oil Depot.

And from the oil depot, diesel will be supplied to the power plant.  

Earlier, the BPDB had sent a preliminary development project proposal on the power plant to the Planning Commission.

The commission has passed the proposal on to the Economic Relations Division (ERD) for completing necessary task.  

The foreign assistance inquiry committee of the ERD on May 11, 2017 gave no objection certificate for getting finance quickly under the ECA arrangement.

At present, various types of power plants are generating electricity, which is added to the national grid.

There are some isolated diesel power stations at remote places and islands and most of which are not connected with the national Grid.

The demand for electricity in the country is around 12,500 megawatts, but the generation is around 9,000 MW a day, leaving a shortfall of 3,500 MW.
