‘Culture of fear’ haunts British cycling 

British Cycling created a “culture of fear” in its relentless pursuit of medals, according to a report into one of the best-funded sports, according to a global media report Thursday.

Athletes feared for their place in the Olympic team if they spoke out against intimidation by coaches, according to the report released by UK Sport, the government-backed body that funds Olympic athletes.

Morale was low at the organisation, an independent panel investigating the climate around British Cycling’s programme for elite athletes found in the report released by UK Sport yesterday. 

Riders who were not part of Britain’s all-conquering track cycling team described themselves as “second-class citizens”, the panel found. Staff members feared “retribution” if they tried to intervene against the “autocratic” behaviour of senior coaches.

But the criticisms were softer than an earlier draft that was leaked and published by the Daily Mail in March. The final report avoids direct criticisms of individuals or British Cycling’s leadership, instead publishing allegations levelled by anonymous staff members.
