PMO asks ministries to decide fate of incomplete projects

The Prime Minister's Office (PMO) has asked the ministries concerned to decide within one month the fate of incomplete and abandoned projects taken up during the period from 1996 to 2001 and from 2009 to 2015, officials said.

The PMO has also instructed them to take necessary steps for executing the projects which are implementable, they added.    

The ministries concerned have been asked to send detailed information about the projects after taking proper steps in this regard.

The directive has been issued early this month, asking the ministries to send reports to the PMO within one month, the officials said.   

When contacted, Director of the PMO Dr Dewan Muhammad Humayun Kabir said, "We have asked the ministries to send detailed and complete reports on incomplete and abandoned projects undertaken from 1996-2001 and 2009-2015 except the current ones."

"We have also sought detailed information why the projects remained incomplete and abandoned. Besides, the ministries concerned have been instructed to take necessary steps in this regard," he added.

The ministries are now providing information about these projects, but the number of such projects will be few, he added.

The move has been initiated to take necessary measures in this regard, high officials of the Ministry of Planning (MoP) said.

Besides, the move has been taken mainly to exclude unnecessary and non-implementable projects from the list of the ADP and ensure proper and efficient use of funds for ADP implementation, they mentioned.

Currently, more than 1,200 projects are being implemented under the ADP. More than 200 projects are implemented every fiscal year and the same number of projects is included every fiscal year, sources concerned said.

Implementation progress of some projects among many approved-projects of different ministries and divisions under ADP is very little or even zero, they added.

Although some projects are underway, it will not be possible for the ministries and divisions to implement them at all.

As a result, they said, allocations for such stagnant projects and the number of projects are increasing every fiscal year, putting negative impact on implementation of overall ADP.
